Permit Frequently Asked Questions

When is a permit required?

A permit is required for most construction work, with the exception of painting, papering, tiling, carpeting, cabinets, countertops and similar interior finish work. Separate permits may be required for land disturbance, trade skills (electrical, heating and air, plumbing, etc.) tree removal and signs. Check with the City Hall for clarification on whether a permit is required, prior to starting any construction or trade skill work.

Who must apply for a permit?

Building, tree removal, sign and land disturbance permits may be applied for by the property owner, the contractor or the lessee (with property owner approval). Certificate of Occupancy inspections must be applied for by the business or property owner or an agent authorized by the business or property owner. Trade skill permits must be applied for by a State authorized and licensed contractor (copies of the State and local license are required upon application submittal).

What are the code requirements for Lake City?

The City of Lake City uses the most current version of the International Codes and/or any codes adopted as the state minimum code under O.C.G.A. 8-2-20. We have also adopted some Clayton County ordinances. You can contact the City Hall at (404) 366-8080 if you have any questions.

Do I need a permit for re-roofing, or window/siding replacement?

No. Generally, a permit is only required, with Lake City, if it falls within the International Building Code or within local ordinances and requires an inspection by either Code Enforcement, Building Inspection and/or the Fire Marshall. However, check with the City Hall prior to starting any work.

When and what type of plans do I need for construction projects?

Generally, plans are required any time the total estimated cost of the project exceeds $1000.00. On a case-by-case basis, the plans can be non-professionally done (not certified by an architect or engineer). However, this is limited to extremely minor work and still must comply with building and fire code standards. For most projects three (3) sets of plans are required (one set may be a digital copy). One set is returned to the applicant upon plan approval.

How do I schedule an inspection?

The application process must be completed prior to receiving or requesting any inspections for Certificates of Occupancy, trade skill work and/or construction work. As jobs are completed, an inspection may be necessary before other jobs can continue. See below for contact numbers regarding the permitting and inspection process.

How much does a permit cost?

The fees vary depending on the extent of work, the estimated cost and whether a plan review is necessary. You can see below or on the application itself for a general idea on our fees. However, contact the City Hall for clarification on the fee process.

Where can I get a copy of my Certificate of Occupancy or a Certificate of Completion?

Certificates are only issued out after the application process is completed, all fees are paid, the work has had its inspection finals and all inspection paperwork has been turned in to the Permits Department at the City Hall.

What is the phone number for the Water Department?

Water and sewer service for the City of Lake City is provided by the Clayton County Water Authority. The Authority's main office is located at 1600 Battlecreek Road, Morrow, GA 30260 and may be reached at (770) 961-2130. The after hours/emergency phone number is 770-997-5189.

Although the Authority handles the water and sewer service for Lake City it does not preclude anyone from obtaining a permit, through Lake City, when conducting any work that connects to any water or sewer mains. However, it may require permission and/or permits from both the Authority and Lake City.

House or Building Moving Fees

Moving a house, building or other structure from one piece of owned property to a different piece of owned property, whether within our City limits or outside our City limits, will cost $100.00. This permit will only cover the move from within our City limits. You will need to check with any other jurisdictions you are moving through for permit requirements. You may also have to check with the local law enforcement agency to arrange for assistance with traffic control.

Demolition Fees

0 up 100,000 cubic feet: $50.00. 100,001 cubic feet and above: $.50 per 1,000 cubic feet.

Inspection Fees, Project Cost of $1000.00 or Less

No fees, unless an inspection is required, in which case a $25.00 (residential) or $50.00 (commercial) fee for each inspection will be charged.

Inspection Fees, Project Cost of $1,000 to $50,000

$25.00 (residential) or $50.00 (commercial) for the first $1,000 plus $5.00 for each additional thousand or fraction Thereof, to and including $50,000.

Inspection Fees, Project Cost of $50,001 to $100,000

$260.00 for the first $50,000 plus $4.00 for each additional Thousand or fraction thereof, to and including $100,000.

Inspection Fees, Project Cost of $100,001 to $500,000

$460.00 for the first $100,000 plus $3.00 for each additional thousand or fraction thereof, to and including $500,000.

Inspection Fees, Project Cost of $500,001 and up

$1660.00 for the first $500,000 plus $2.00 for each additional thousand or fraction thereof.

Plan Review Fees

At a minimum, the plan review fee must be paid before the application will be processed. The fees are equal to 1/2 of the inspection fee. Example: If the inspection fee is $200.00, than the plan review fee will be $100.00 for a total permit fee of $300.00.

Penalties

Where work for which a permit is required, by the International Building Code and/or City Ordinance, proceeds prior to obtaining said permit, the fees herein specified shall be doubled. The payment of such doubled fee shall not relieve a person from fully complying with the requirements of the Codes and/or Ordinances in the execution of the work or from any other penalties prescribed herein.
