Sealed lump sum bids will be received by the City of Lake City, Georgia from prospective contractors for the Lake City Park Playground Project. The City of Lake City is soliciting quotes from qualified firms for Professional Design and Installation Services for playground equipment at the City’s Community Park. The design will include the design of the playground equipment, providing the equipment, and installation. The Project consists of, but is not limited to the design of state-of-the-art, weather resistant, ADA compliant playground equipment for age fourteen and under. The work consists of furnishing all materials, labor, tools, equipment, and services this project.

The project is proposed to be funded or partially funded with Community Development Block Grant (CDBG) Program funds. The selected contractor must comply with federal laws including but not limited to provisions covering Equal Employment Opportunity, the Copeland Anti-Kickback Act, the Davis-Bacon Act, Section 3 of the Housing and Urban Development Act of 1968, the Contract Work Hours and Safety Standards Act, the Rights to Inventions Made Under Contract or Agreement, the Clean Air Act, The Byrd Anti-Lobbing Amendment, Debarment and Suspension, and the Drug-Free Workplace Requirements.

A copy of the Contract Documents and questions pertaining to the Contract Documents shall be emailed to Mark Whitley at mark@whitleyeng.com by 2:00 PM on August 28, 2020. A pre-bid conference will not be held for this project unless otherwise stipulated as an Addendum to the Contract Documents. Contract Document Addendums addressing all questions will be provided to all Registered Plan Holders that request a copy of the Contract Documents. Sealed Bids will be received by the City of Lake City at Lake City – City Hall at 5455 Jonesboro Road, Lake City, Georgia 30260 until 2:00 PM on September 10, 2020 and then publicly opened and read aloud. Only bids presented with a certification from the bidder that the bid submitted is based upon the current and complete Contract Documents will be accepted.

No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after the time designated for the receipt of Bids or until the Bidder is notified by the City whichever is sooner. The City reserves the right to reject any and all bids and to waive irregularities, technicalities, and formalities.

Each bid shall be accompanied by a Bid Bond in an amount of not less than five (5%) of the total bid amount. The Bid Bond may be in the form of a bond issued by a surety acceptable to the City or a cashier’s check made payable to the City of Lake City, Georgia. The entire Bid Bond shall be forfeited to the City of Lake City, Georgia as liquidated damages if the bidder fails to execute the Contract and provide Performance and Payment Bonds within fifteen (15) days after being notified that bidder had been awarded the Contract.

The successful bidder will be required to furnish a contract Performance Bond and a Payment Bond, each in the sum of one hundred percent (100%) of the total amount bid and provide insurance coverage as required in the Contract Documents.
