Willie Oswalt Park and Trail System Project

Sealed bids will be received by the City of Lake City, Georgia from prospective contractors for the Lake City Willie Oswalt Park and Trail System Improvements. The City of Lake City is soliciting bids from prospective contractors to perform improvements. Work consists of furnishing all materials, labor, tools, equipment, and services for drainage improvements and surface rehabilitation of the existing trail.

The project is funded fully or partially with Community Development Block Grant (CDBG) Program funds. The selected contractor must comply with federal laws including but not limited to provisions covering Equal Employment Opportunity, the Copeland Anti-Kickback Act, the Davis-Bacon Act, Section 3 of the Housing and Urban Development Act of 1968, the Contract Work Hours and Safety Standards Act, the Rights to Inventions Made Under Contract or Agreement, the Clean Air Act, The Byrd Anti-Lobbing Amendment, Debarment and Suspension, and the Drug-Free Workplace Requirements.

Copies of the plans and bid documents can be picked up at Lake City – City Hall at 5455 Jonesboro Road, Lake City, Georgia 30260. All contractors that choose to Bid must register no later than February 8, 2022, by emailing Susan Crutchfield at Plans and bid documents will be available beginning January 10, 2022. Questions must be emailed to Susan Crutchfield no later than February 8, 2022. Response to questions will be provided no later than February 10, 2022. A pre-bid meeting will not be held for this project. All contractors are advised to visit the existing trail. Sealed Bids will be received at City Hall until 2:00 PM on February 18, 2022. Bids will be publicly opened and read aloud at that time. Only bids presented with a certification from the bidder that the bid submitted is based upon the current and complete Contract Documents will be accepted.

No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after the time designated for the receipt of Bids or until the Bidder is notified by the City whichever is sooner. The City reserves the right to reject any and all bids and to waive irregularities, technicalities, and formalities.

Each bid shall be accompanied by a Bid Bond in an amount of not less than five (5%) of the total bid amount. The Bid Bond may be in the form of a Bond issued by a surety acceptable to the City. The Bid Bond shall be forfeited to the City of Lake City, Georgia as liquidated damages if the bidder fails to execute the Contract and provide Performance and Payment Bonds within fifteen (15) days after being notified that bidder had been awarded the Contract.

The successful bidder will be required to furnish a contract Performance Bond and a Payment Bond, each in the sum of one hundred percent (100%) of the total amount bid and provide insurance coverage as required in the Contract Documents.
